What does adopting Good Cause Eviction do in Plain English?
Prevents landlords from kicking people out without good reasons
It adopts a legal standard and court challenge mechanism for huge rent hikes
Keeps landlords rights: In 2026 landlords can still increase rents 7.4 percent. (Law says 5 percent plus inflation or 10 percent max a year)
Landlords can seek higher rent increases, if needed for repairs/taxes. Just show the receipts!
Defines "Good Causes" for eviction: not paying reasonable rent, breaking major rules, causing serious problems, or the landlord needing the unit for a legitimate purpose.
Small Landlords Are Exempt!
The Pleasant Valley Law exempts:
🟠 Anyone who owns only 1 rental unit
🟠 If the landlord has a unit where they live, and has a separate rental
🟠 If the landlord lives in the complex and has up to 10 units
🟠 There are also carve outs for new construction, high rent complexes, co-ops, et al
How Do Pleasant Valley Renters Describe Apartment Conditions?
🔴 No fire escape. No smoke detectors in every room required to pass inspection. Very hard water that sometimes runs black.
🟠 No justification for yearly rent increases without completing needed repairs.
🟡 Recent flood damage. Poor to non-existent management. Property manager does not live on-site.
🟢 Concerns about drinking water quality, rodent infestation, mold, and sewage backup.
🔵 Apartment complex built in the late 1970s—every room shows damage.
🟣 No property updates. Maintenance requests are difficult and often result in temporary “band-aid” fixes instead of real solutions.
🟤 Potholes, poor lighting, outdated appliances. Rent increases without clear improvements.
⚫ Poor water quality, neglected property conditions, slow or ineffective maintenance, damaged roads, peeling paint, leaking roofs, and unresponsive rental office.
